Governance is infrastructure.

AI governance needs inventories, risk tolerance, monitoring and accountable operations.

Policy must become an operating system.

A principle is not yet governance. Organizations need defined roles, system inventories, legal mapping, risk tolerances, testing, monitoring, documentation and incident response. These elements turn abstract commitments into repeatable control.

Oversight should follow risk.

Risk management resources are finite. Higher-stakes systems should receive tighter review, lower tolerance for failure and more demanding documentation. That requires a common method for identifying systems, assigning responsibility and escalating material risks.

Governance must survive change.

AI systems evolve after deployment. Models are updated, data shifts, suppliers change and new uses appear. Governance therefore needs change control, monitoring and ownership of the decision to continue, modify or stop a system. The control plane is part of the infrastructure.
